Constitution allows Govt to run country without National Budget during prorogation- President

President Donald RamotarGeorgetown:  President Donald Ramotar has pointed out that there are provisions in the Constitution that allow Government to continuing running the country without a National Budget during the time of prorogation or the dissolution of Parliament.

The President was at the time responding to questions from media operatives at a press briefing on Saturday, when he announced that the 10th Parliament will be dissolved, hence making way for General and Regional Elections early next year.

“In all of these circumstances, the Constitution and the laws of our country provides how spending of public funds are done within this period of time and I can assure you that whatever we do, we will do within the law and our Constitution – how it allows us to spend money – that will be how it will be done,” he explained.

The President said there is a possibility of elections being set before the presentation of the 2015 National Budget, which is usually done in April.

On the other hand, the President rubbished allegations made by the Opposition of his Administration misusing public funds, stating that Government spends state funds within the confines of the law.

“Clearly that’s not a reality… As I said before, prorogation didn’t give me the power to spend money as I would like in our society or to pass laws I would have like. If that was the case, I assure you I would have passed the Anti-Money Laundering (AML) Bill and other pieces of legislation pending that I want to pass badly. That has been the reason for me to prorogue Parliament, to have discussions on these,” the president stressed.
