DPP rules policemen be charged with murder

Kingston.
 The Director of Public Prosecution (DPP) has ordered that three policemen should be charged with the murder of 16 year old Vanessa Kirkland in March last year and the injury of six other people.

The DPP also ruled that the lawmen should be charged should  with wounding with intent.

In a statement last night, the Independent Commission of Investigations (INDECOM) said the DPP has also recommended that the matter be committed directly to the Home Circuit Court, by way of a Voluntary Bill of Indictment.

INDECOM said it received the ruling yesterday and has advised the Jamaica Constabulary Force for it to arrest the constables.

“This is being done due to the fact that the power of an INDECOM investigator to lay charge is being reviewed by the courts,” an INDECOM spokesperson said.

According to the spokeman, INDECOM will not undertaken to lay any charges until the court had completed its ruling.”

The file on the shooting of Kirkland and the others was submitted to the DPP on February 15, 2013.

The police report on the shooting received by INDECOM had stated that the incident began in Portmore following the robbery of a cell phone.

It stated a victim of the robbery was allegedly assaulted before the perpetrators sped off in a blue Suzuki Swift motor car.

Several  citizens reportedly gave chase with the police but lost the motor car in which the alleged robbers were traveling.

The incident was broadcast over the police radio network and shortly after, the car was allegedly spotted along Washington Boulevard.

Police officers  said they followed to car to Norman Lane where a shooting occurred during which the car was shot up with the occupants inside.

This took place at a section of Norman Lane where a birthday party was being held on the road.

It was later discovered that Kirkland had been killed and the other six people injured during the shooting.
