Anti money laundering Bill and Local Government elections discussed at PNC General Council meeting

Georgetown : The People’s National Congress Reform (PNCR) held its statutory General Council Meeting today at the Party Headquarters, Congress Place, Sophia. The General Council was held under the theme “People’s victory through local Democracy”.

The meeting was chaired by Party Chairman, Mr. Basil Williams,  General Secretary, Mr. Oscar Clark presented to the Council a report on the work of the Party’s Secretariat and the state of the Party as it prepares for Local Government Elections. The main address was delivered by the Leader of the PNCR, Brigadier David A. Granger.

In his address to General Council, the Leader said that the failure of the National Assembly to pass the Anti-Money Laundering and Countering the Financing of Terrorism Bill 2013 lies squarely on the shoulders of the People’s Progressive Party/Civic (PPP/C) Administration. Brigadier Granger said that A Partnership for National Unity (APNU) remains committed to and supports the passage of a strong and effective Anti-Money Laundering and Countering the Financing of Terrorism legislation. He said that the PPP/C Administration continues to exhibit a poor track record regarding the prosecution and interdiction of Money Launderer and Drug Traffickers. Brigadier Granger reminded the Council that an Anti-Money Laundering Bill was enacted in 2000, and since that time the PPP/C administration had failed to prosecute or charge anyone for laundering.  

The PNCR General Council passed a Motion in support of the stand taken by APNU in the National Assembly with respect to the Anti-Money Laundering and Countering the Financing of Terrorism Bill 2013; and called on President Donald Ramotar to assent to all Local Government Bills that were passed unanimously in the National Assembly and to respect the Constitution of Guyana and all constitutional agencies and to guarantee the independence and autonomy of those agencies.

The focus of this the final General Council for the year 2013 was the Party’s preparation and planning for Local Government Elections.  General Council is the second highest decision making forum of the PNCR.
